Orange County Examines Smoke Shop Buffer Zone Proposal
Orange County commissioners are considering new regulations that would prevent future smoke shops from opening within 1,000 feet of schools. The proposed smoke shop buffer is designed to reduce students' exposure to smoking and vaping products and is currently being discussed in public hearings.
Details of the Proposed Buffer
The proposal, which was discussed at a recent public hearing, would require all new smoke shops to maintain a distance of at least 1,000 feet from any school. According to Commissioner Nicole Wilson, the amendment would not force existing businesses near schools to close. Instead, the new rule would only apply to smoke shops looking to open after the policy is enacted.
Mixed Responses from Community Members
The proposed restrictions have sparked debate among parents and business owners. Susan Samara, a local smoke shop owner, voiced her concerns about the effectiveness of the buffer in underage smoking prevention. She questioned whether simply seeing a smoke shop sign truly influences young people to begin smoking or vaping.
"I really don’t think that seeing a smoke shop sign is going to trigger people to start smoking," Samara said. She also pointed out that convenience stores sell similar smoking-related products such as pipes and accessories, raising questions about the consistency of the proposed smoke shop regulations. "Loads of convenience stores that have mini smoke shops inside of them, they are selling pipes, they’re selling accessories, they’re selling paraphernalia," she added.
Beyond questioning enforcement, Samara emphasized that young people can be exposed to smoking and vaping through means other than retail outlets. "Kids get exposed to these things outside of these businesses as well," she noted.
Support for Stronger Regulations
On the other hand, some parents support the idea of a buffer zone to protect students and the broader community. Sah Sodii, a local parent, argued that the impact of smoke shops extends beyond the family environment. "If parents are smokers maybe they impact their kids, but these shops impact this whole community," Sodii said.
Focus on Youth Protection and Next Steps
Commissioner Nicole Wilson reiterated that the main objective of the proposed smoke shop buffer is to safeguard young people, rather than harm existing businesses. "Being able to protect our young people is really the goal here. It’s not to put anybody out of business," Wilson said.
The measure is subject to a two-hearing process. The first public hearing allowed community members to share their views, and commissioners are expected to gather additional public input at a second hearing before making a final decision about the smoke shop location rules.
Potential Impact of the Policy
The exact effects of the proposal will depend on its final wording, particularly how restrictions are defined and enforced. The outcome could shape future business zoning restrictions, school safety measures, and approaches to limiting vaping product exposure among Orange County's students.
