Many residents who toured the plant last week voiced frustration about the recurring disruptions, citing a lack of transparency and inconsistent explanations from both city officials and the water contractor, Woodard & Curran.
One resident expressed that the ongoing problems appear to be part of a larger systemic issue, regardless of whether the incidents are directly related. Confidence in both the City Council and the contracting company has reportedly been affected by what residents described as delayed and shifting explanations for the water service interruptions.
Investigation and Pipeline Testing Underway
Woodard & Curran has initiated third-party forensic testing of the damaged section of water main responsible for one recent disruption. According to a manufacturer’s representative, preliminary examination suggests that a joint may have been inserted too far—approximately six inches on each side—potentially causing added pressure on the pipe. However, contractors emphasized that this is only a possible contributor and not confirmed as the definite cause.
The findings from this pipeline testing will be shared with the city as soon as they become available. The ongoing investigation aims to address the root of recent water main breaks and inform future infrastructure repairs.
Upgrades and Infrastructure Repairs Planned
In response to these water treatment plant failures, several urgent projects have been identified by Woodard & Curran. Among the top priorities are:
- Replacement of the compromised computer system, involving wiring and sensor upgrades throughout the plant
- Installation of a backup float sensor to provide independent monitoring of water levels
- Upgrading computer systems at all four city water treatment plants
- Building a backup water pipe along US 27
- Improving lightning protection and plant security
- Enhancing electrical systems and monitoring equipment
- Exploring connections between the Sunshine Water Plant and the Sampey Water Plant for backup water supply
Officials highlighted that the existing main water pipe, which broke during the September 30 incident, has experienced five failures in the last four years. To address this, emergency water repairs and infrastructure investments are being accelerated.
Long-Term and Short-Term Solutions for Water Outage Problems
Beyond immediate emergency water repairs, the city plans to bolster its supply of spare parts to expedite repairs and minimize water outages or low-pressure incidents in the future. The replacement of key computer systems is expected to be more involved than simply installing new hardware, as it includes updating sensors and wiring throughout the facility.
Additionally, a new water treatment facility is under construction off Villa City Road, supported by $78 million in funding slated for improvements to the existing Sunshine plant. Some of these projects may be completed by 2028, reflecting the city's focus on comprehensive long-term water system upgrades.

Woodard & Curran has assured residents that they will continue to provide updates on test findings and progress on planned infrastructure upgrades. The city and its utility partners are scheduled to convene a workshop on Thursday, October 15, at 10 a.m., where additional water system improvements and water contractor accountability measures are expected to be discussed in detail.
